Abdel Rahman El Rafey is one of the most eminent historians of Egypt. He is also a famous social intellectual and politician of Egypt. Abdel Rahman El Rafey was born on the 8th of February in 1889 in Cairo at El-Khalifa, a district in this city.

In 1908 Abdel Rahman El Rafey earned his degree from the Faculty of Law. By being a member of the National Party he began his political work in 1907 guided by Mostafa Kamel. Abdel Rahman El Rafey is the originator of Egypt’s modern historical science as well as the creator of contemporary history science in Arab. He focused his works on national responsiveness and national history and birth and advancement of new national state. His works proved his in-depth knowledge about history and his writings inspired people to get united and be a part of the nation.
Abdel Rahman El Rafey is the first person in Egypt and other parts of the nation to demand a joint movement for improving agriculture in the remote areas of the country as well as increasing the living standard in these rural parts of Arab. This would advance the society and economy of the country and strengthen the foundation of independence (political). Abdel Rahman El Rafey also claimed for connecting the rural areas of the nation with a common education system and industrialization movement in only one system. Abdel Rahman El Rafey began writing when he was very young. The first book – “Rights of People”, which was printed by El Rafey in 1912, was written by him from a legal and political standpoint. In this book he wrote about the philosophy of constitutional decree, human rights, rule of law and national independence in a fusion of notion of the enlightenment age in Europe and Islamic legal philosophy.

In 1914 “Syndicates of Agricultural Cooperation”, his second book was published. In this book he reflected on offering importance to the advancement or expansion of the rural areas on the levels of humanity, society and finance. He also demanded that the state should ensure education and the related services for improving the rural areas. “National Societies”, another book by El Rafey, he expressed the connection between political and social unity as well as financial advancement.
In 1961 Abdel Rahman El Rafey received the State Award of Appreciation. He passed away on 3rd of December in 1966.
