During the 1990's the average film produced was much less compared to the previous decades. Capitalization was brought in due to the efforts of some people from the film fraternity. Yet the Egyptian films of the 1990s continued to entertain audiences with the few films that were released.
Actor Hussein Fahmy was one of the people who tried to bring in changes to the 1990's Egyptian cinema. The Cairo Film Festival was one of his key instruments to bring about a change in the industry. He was head of this festival from the late 1990's. Technically the Egyptian films of the 1990s improved, with the participation of many international organizations in trade fair. In these fairs many cinema gadget manufacturing companies showcased their latest technology.
Egyptian movies got a global exposure with many eminent international artists being invited to the Cairo International Film Festival. Veterans like Danny Glover, Alain Delon and John Malkovitch came to attend this festival. Tobacco usage in films, which had diminished during the 1980's started to elevate once again. Shisha, which was used in many films of 1970's started to make a come back in the Egyptian films of the 1990s. In this era Shisha was used as a means of smoking. In the 1970's it was used to inhale drugs. The use was also portrayed in social gatherings of working class people. Thus Shisha was taken as a socially acceptable item.
Another major change in the Egyptian film industry came with the new law. According to this law businessmen could invest in the film industry. Founoun and El Adl group were established as a direct consequence of this law. This proved to improve the production of films. Commercialization of Egyptian films came with the entrance of industrialist and businessmen.
During the 1990's many political films were made along with the regular genre of dramas. El Erhab Wal Kabab was one such political film. This film cast veteran actor Adel Emam.

Another political film of the 1990's era was El Erhabi, this too had Adel Emam and was released in 1994. The Egyptian films of the 1990s was departing from the stereotype films and extending social messages as well. The Edak El Soura Tetlaa Helwa (1998), directed by Sherif Arafa and starring Ahmed Zaki was a social drama. Some other 1990's Egyptian films are :
